Community Liaison Manager

C4 Angola is seeking a Community Liaison Manager to join our team on the ground in Luena, Moxico Province, Angola.

Communities are not a project component, they are the foundation. Without trusted relationships, genuine consent and sustained community confidence, there is no programme. The Community Liaison Manager is the person who builds, protects and holds those relationships on behalf of C4 every single day.

This is a field‑intensive, people‑facing role; engaging with Sobas, village leadership, community members and local authorities, managing concerns before they become grievances, and ensuring that every interaction reflects the values and obligations of the project. You will be the face of C4 in the communities that matter most to the success of this programme.

The role requires deep cultural competence, strong local language capability and genuine respect for traditional governance structures.
